The evolution of the right of European citizens to free movement of persons following the entry into force of the Treaty of Amsterdam, and especially following certain decisions of the Court of Justice of the European Union, must also be analyzed from the perspective of its impact on the circulation of documents. This is particularly true for documents that certify personal data or personal relationships or circumstances. Currently, this right allows the free circulation of documents within the European Union without any impediments or obstacles, unless their content is incompatible with public policy.
