Temporary employment in the public sector. Four years after the 2021 labor reform

More than four years have passed since the labor reform implemented by Royal Decree-Law 32/2021 of December 28 was approved. The purpose of this paper is to assess, both quantitatively and qualitatively, the level of compliance with the objective set by our legislature to reduce the levels of temporary employment in the public sector. To this end, we will evaluate not only the measures directly related to temporary employment and expressly included in the aforementioned law, but also those contained in Additional Provision 17 of the Basic Statute of Public Employees (system of responsibilities and compensation) and in Law 20/2021 of December 28 (stabilization processes).
