The COVID-19 pandemic taught us that no one can be saved alone. In a context of democratic fragility, an International Development Cooperation (IDC) based on the 4Ms (Multiactor, Multilevel, Multilateral, Multicultural) with a human rights approach and gender intersectionality is key to avoid exclusions.
