Abstract
Cyber threats are a growing source of concern. And even more so is the current practice of cyber attacks. Both the United States and the European Union, aware of the problem, have begun to adopt regulatory measures that seek better protection against the various types of cyber attacks. Among these measures, even the adoption of countermeasures or retaliation against the perpetrators of such attacks is considered.
