Régimen jurídico del Consejo universitario de Madrid (1921-1922)

Resumen: La organización de las nuevas universidades autónomas bajo el proyecto de reforma universitaria del Ministro de Instrucción pública César Silió (1919-1922), exigió la formación de unos estatutos de autonomía. Entre los órganos de gobierno previstos en el modelo de estatuto recogido en el decreto de 21 de mayo de 1919, se encontraba un comité ejecutivo, que en la Universidad de Madrid recibió el nombre de Consejo universitario de Madrid (1921-1922). En el presente trabajo el autor estudia la constitución y el régimen jurídico de esta institución que desempeñó un papel importante en el gobierno interno de la Universidad y que al mismo tiempo tuvo una misión relevante en la construcción de la Universidad de Madrid como universidad autónoma. A partir del estudio de las actas inéditas de este Consejo –que se incorporan al mismo como apéndice documental- analiza también su intensa actividad en el año de su existencia, hasta la suspensión de la reforma por decreto de 31 de julio de 1922.

Abstract: The new "universidades autónomas" [self-governing universities] created in May 1919 by the Spanish Secretary of Public Instruction, César Silió, required the drafting of self-governing statutes. Among the various institutions foreseen in the statutory model prepared by the government decree of May 21^st, 1919, there was an executive committee, which in the University of Madrid was named “Consejo Universitario de Madrid” [Council of the University of Madrid] and operated during the academic year of 1921-22. This article analyzes the creation and legal charter of that institution, which at the time played an important role in the institutional development of the Universidad Autónoma of Madrid. The article studies the original acts approved by that Council and publishes them at the end as an appendix. It also describes the Council’s intensive activity during its existing year, until the suspension of self-government by a decree of July 31^st, 1922.
