Focus and Scope

Eunomía. Revista en Cultura de la Legalidad (Journal on Lawfulness) is a six-monthly interdisciplinary academic publication with international outreach that is disseminated electronically. It promotes a substantive theme that embraces a variety of social science and humanity disciplines, including legal, political, sociological and philosophical fields. Its topics address the legitimacy of law and obeying it, with special attention paid to developing the rule of law and consolidating democracy.

Studies

Studies. This section collates theoretical and general research on several topics that fall under the journal’s editorial theme. It aims to disseminate influential articles highlighting the methodological plurality the publication promotes, except on isolated occasions when we choose to publish a monographic issue.

Forum and Agora

Forum and Agora. This section incorporates applied theoretical contributions emphasising the result of opportunity. Consequently, the following are analysed: constitutional, legislative or regulatory innovations; public policies; court decisions; other legal actions; and other recent political or social events that are relevant to the journal’s theme. The section also aims to include comparative, international and European approaches.

Voices on Lawfulness

Voices on Lawfulness. The purpose of this section is to promote a conceptual lexicon of the subject. Consequently, it promotes the publication of brief, synthetic versions of fundamental concepts that come under the journal’s theme with the aim of creating a collection of references on this matter.
Before you submit a new concept, we suggest you check that it has not been published in a previous issue and contact the journal’s secretary’s office to make sure it has not already been described and is awaiting publication.

Rereading

Rereading. This section’s purpose is to provide access to classic or reference texts on the journal’s theme which, for editorial, language, opportunity and other reasons, have been overlooked. The corresponding text must be accompanied by an introductory study that will facilitate understanding and justify its usefulness.

Reading Corner

Reading Corner. This section is for publishing critical comments on recent academic publications that are considered of interest for the disciplines covered by the journal. It comprises three subsections.

Reading Corner. Book Forum

Book Forum. This subsection collates debate on a recently published book. At least two renowned specialists in the field critically analyse the book and the author then responds to their comments.

Peer Review Process

Peer review and follow-up of articles

1. The editorial board undertakes to send the author acknowledgement of recepeit of the paper and wheter or not it is admitted to the peer review process to wich the journal submits all papers within a maximun period of fifteen days from the complete receipt of the paper, except during the months of August, Christmas and Easter, when the period will begin to be counted from the first school day following these periods. From that moment on, if you are accepted, you will be able to follow the evaluation process of your paper through the online journal managament system, OJS, used by the journal's website. 
2. All papers meeting the formal and editorial criteria will go through a blind peer-review process. Reviewers are specialists in the subject and not part of the journal’s publishing organisation. They will recommend whether the paper should be published or not and suggest any pertinent changes, if appropriate. The review method is double blind (author and reviewers remain anonymous) and a member of the editorial team is responsible for establishing contact between them.  If the two reports contradict each other, there will be a third review.
3. Reviewers consider the following aspects in their reports: 1) Relevance; 2) Form and presentation of the article (writing, structure, compliance with the journal’s formal criteria); 3) Content of the article (topical, theme relevance, originality, argument, methodological rigour, logical coherence of ideas, author interpretations, bibliographical rigour, etc.); 4) The specific criteria for each section of the publication. The journal will issue a certificate accrediting the work they have done if the reviewers request one.
4. The journal’s secretary’s office will send authors the results of the peer review in a maximum timeframe of six months, which may be extended in extraordinary circumstances, and inform them, where appropriate, of the time available for any corrections to the original version.
5. The result of the review could be: 1) Publishable without any changes; 2) Publishable, provided that the changes detailed in the reviewers’ reports are made; 3) Not publishable. Authors whose article has been approved for publication with suggested corrections should send it back to Eunomía after making the changes within the specified timeframe. This version may be reviewed again. In the event of significant changes, the editorial board will decide whether the article should be reviewed again before possible publication, in which case the article will be reviewed by an external reviewer and a member of the editorial board.
6. At the end of the peer-review phase, the editorial board will receive the papers, decide whether to publish them or not and inform the authors in which journal issue their article will be published. The editorial board’s favourable decision does not mean the article will be published in the next issue, since the board may decide to postpone publication based on normal circumstances involved in managing the journal’s flow of articles. The period between the editorial board’s notification and the publication of the article may not exceed one year.
7. Authors of accepted papers may be required to correct proofs, which must be returned within 72 hours.

Open Access Policy

This journal provides immediate free access to its content under the principle that making research freely available to the public increases the overall exchange of knowledge.

Plagiarism control

The journal Eunomía uses Feedback Studio software to detect coincidences and similarities between submitted texts and others that have already been published in other sources. The editorial team will submit the proposed articles to anti-plagiarism review before proceeding to their external evaluation. In case of detecting a possible practice of plagiarism, the manuscript will be discarded for publication and its authors will be duly informed.

Declaration of ethics and good practices

The editorial team of Eunomía. Revista en Cultura de la Legalidad declares that the objective of the journal is the advancement and dissemination of knowledge which contributes to the development of the rule of law and the consolidation of democracy. The editorial team endeavours to ensure that the publication does not publish articles that reflect professional malpractice, and disapproves of any content that presents this attitude.

This publication follows the standards produced by the COPE (Committee on Publications Ethics) for Journal Editors for the management, editing, review and publication of scientific papers. These standards can be consulted by means of the following link.

Ethical principles

The Editor, the Academic Secretary and the members of the Editorial, Scientific and Editing Boards must be impartial when carrying out their tasks, and maintain the confidentiality of the works submitted to the journal, of their authors and of the designated reviewers. The editorial team undertakes to comply with the publication's rules regarding reception, review and publication deadlines, and to select specialists to review the various works that are sent to the journal.

Sending a paper to Eunomia entails acceptance of the journal's rules. In particular, authors undertake to submit works with essential content that has not been published and will not be published or subjected to a review process for publication in any other work or journal while it is undergoing the Eunomia review process. This commitment will remain in force until the author is notified of the decision by the Eunomía Editorial Board after the review phase has concluded. In the event that the Editorial Board notifies the author that the work is going to be published, the commitment will remain in force during the period stipulated in section 6 of the "Peer review process and monitoring of works," unless specifically authorised otherwise by the Editorial Board at the author's request. This will be stated by means of the formal declaration appearing in the section entitled "Rules for sending originals". In addition, the authors must provide information on financial support.

If any part or parts of the content of the text sent is similar or identical to the content of another previously published text, the authors must acknowledge and cite those sources, and obtain the necessary permissions. Authors undertake to engage in good praxis as regards the citation of works by other authors and the inclusion of references. Authors are also responsible for reporting possible conflicts of interest, for disclosing important errors in their work, and for cooperation during the editing process of their work. In the event that they discover a mistake in their work, they must indicate it to the editor, so that the pertinent stament of errors can be published in due course.

For texts with several authors, all the authors involved must give their consent for its publication. In this case, the formal declaration must be completed by all the authors, indicating the order of signature, the criteria chosen for that order, and the specific contribution made by each author. All authors have significantly contributed to the research. The author listed as the contact person for Eunomia must have the consent of the others to accept amendments to the work arising from the review and editing process.

After they agree to carry out the review, the anonymous reviewers accept the commitment, based on their experience and knowledge, to undertake a critical, honest and constructive review of the scientific quality of the work that has been entrusted to them. This is the reason why each informant must only agree to review a work if they consider themselves sufficiently competent to do so, and subject to no conflict of interest. Reviewers must maintain confidentiality regarding any information provided by the editor or author, and may not appropriate or copy the work. They are also responsible for informing the editor of any published or submitted text that is substantially similar to the one under their review. Finally, blind peer reviewers must take into account any possible conflict of interests (financial, institutional, collaborative or of any other nature between the reviewer and the author), and inform the editor about these, and if necessary, declined to review the article entrusted to them.

Procedure for evaluating cases of malpractice

1. Initiation of the procedure:
   • The malpractice review procedure may be initiated ex officio or at the request of one of the parties. Anyone who has evidence of misconduct may notify the journal of it by emailing eunomia@uc3m.es.
   • The letter of notification must state the issue that warrants the initiation of a procedure to review bad practices in a concrete and precise way. If necessary, it must provide sufficient information and evidence for assessment of the need to initiate the procedure.
   • The editorial team will decide whether to begin the procedure within 15 days of receiving the notification, or as soon as it has evidence of the misconduct. During the month of August, and at Christmas and Easter, the deadline will be calculated from the first day of class after those holiday periods. The author involved and the persons who have notified the journal of the alleged malpractice will be informed of the decision to begin the procedure.
2. Investigation phase:
   • In the event that the journal's management decides to begin the malpractice procedure, a period of maximum 30 days will begin to gather the necessary evidence. The parties will be informed to that end, so that they can present the arguments they deem appropriate.
   • The principle of confidentiality applies during the investigation phase, so that information about the procedure shall be limited to the management of the journal, the academic secretary and edition coordinator.
   • The opinion of the members of the Editorial Board will be sought if this is deemed necessary or if any of its members so request.
3. Resolution of the procedure and catalogue of sanctions:
   • The malpractice procedure will conclude with a reasoned resolution by the management of the journal. This resolution will be notified to the parties involved in the procedure, and in the event of serious sanctions being applied, this will be announced through Eunomia's channels of communication.
   • Minor misconduct. Mild unethical conduct shall be considered minor misconduct. In this case, the journal's management may inform the author or reviewer about the failure to meet the journal's ethical standards and/or reprimand the person who has engaged in the misconduct. In addition, the management will make the author or the reviewer aware of the need to make the necessary changes in the work that is the subject of the procedure. In the event that the unethical conduct is related to a work that has already been published, the journal's management may disqualify that person from publishing or collaborating with Eunomia for two years.
   • Serious misconduct. Unethical conduct that violates the core of good research practices will be considered serious. This includes plagiarism; manipulation of data; acting without the consent of a co-author; sending the manuscript to another journal or collective work while it is undergoing the review process of this journal; unsolicited pressure on reviewers or editors; the communication of false personal data; failure to notify a serious conflict of interest, or manifestly dishonest and unfounded reviews, when the authorship of the work has been ascertained by means other than the journal. This list of circumstances is not limited. In the event that conduct of a serious nature is detected, the journal's management may, depending on its severity and the circumstances of the case, agree to impose one or more of the following penalties: 1. The penalties listed in the section on mild misconduct; 2. Publication of an announcement through the journal's usual means of communication; 3. Notification to the head of department, employer, or research funding agency; 4. Formal withdrawal of the publication from the journal; 5. Begin the appropriate proceedings before the competent civil, criminal or administrative authority.

The internal procedure does not preclude the possible criminal, civil or administrative liability of those who have engaged in the wrongful conduct, nor does it relate to the possible legal actions that the injured parties may take before the competent authorities

Procedure for statements of errors

In the event the author of a work or anyone outside Eunomia becomes aware of the existence of a mistake in a published work, they may write to the journal's email in order to request its correction. The journal's editor will verify its existence and proceed to publish the corresponding statement of errors in the corresponding number. In the event that the case has not been raised by the author of the work, he/she will immediately be informed of that situation. This same procedure will be applied in cases where the authors want to publish an apology or rectification.

Copyright and dissemination policy

The intellectual property in the articles belongs to the authors. The journal holds the publishing rights. Eunomía provides free access to its content because it understands that this measure increases the overall exchange of knowledge.

The articles published in Eunomía are –unless indicated otherwise– under a Creative Commons Attribution-No Derivative Works 3.0 Spain license. You can copy, distribute and communicate them publicly as long as you cite their author and the journal and institution that publishes them and do not make derivative works with them. The full license can be consulted at: http://creativecommons.org/licenses/by-nd/3.0/es/deed.es.

The articles published in Eunomía are disseminated by the electronic platform hosted on the server of University Carlos III of Madrid, distribution lists and the social media profiles on Twitter and Facebook of the Lawfulness Programme and the Law and Justice Research Group.

In the event the journal is no longer published, the files will be accessible on the Institutional Repository of University Carlos III.

Authorship

The authorship of the articles should be limited to those who have made a significant contribution to its conception, design, execution or interpretation. In the case of co-authorship, the order of signature, the criteria used for this order and the specific contribution of each of them must be indicated.

Gender equality policy

Eunomia has obtained the mention of good editorial practices in gender equality in the latest call for the FECYT quality seal.

Digital file preservation policy

This journal carries out various processes aimed at guaranteeing the permanent accessibility of the digital objects that it houses on its own servers:

- Backup copies on the UC3M SDIC, which has set up the backup of all its servers.

- Monitoring of the technological environment to anticipate possible migrations from obsolete formats or software.

- Digital preservation metadata.

- Use of DOI.

The files published on this website are available in easily reproducible formats (PDF).

The digital preservation policy will be regularly reviewed by the Unversidad Carlos III de Madrid.
