Transitional justice measures as accurate tools for the satisfaction of the rights of international crimes to obtain justice, truth and reparation, generating reconciliation at the same time, exposes the debate about their viability when the goal is the end of an armed conflict. This article will attempt to determine whether it is appropriate to continue using criminal punishment for international crimes in every case, in order to avoid impunity, or there is a possibility of using a conditional and limited amnesty for international crimes together with other transitional justice measures, to get these goals.
