Chilean and Peruvian secular model and constitutional reform. State neutrality as the guarantee of equality

Abstract

In the context of constitutional reform procedures in Chile, and the Peruvian reform uncertain agenda, the principle of neutrality must be reaffirmed taking into account the religious diversity and it is necessarily connected to equality and non discrimination claims. So that, according to the social evolution revealed in statistics about believers and unbelieving persons in both countries, it is the opportunity to think about the secular state model in the constitutional text for strengthening the public duty of equal treatment to all religious rights holders.
