Abstract

The administrative effectiveness required by Spanish Constitution is necessary for the fulfillment of the general interest fixed, in each case, by the corresponding legislative planning. Thus, it is clear that this criterion is a monitoring mechanism for the whole administrative organization. And it’s also clear that it requires the application of certain models or techniques of evaluation in order to assess the degree of effectiveness or ineffectiveness obtained.
